Law No. 7579 extended the application and payment deadlines for sales of 2/B land, Treasury farmland and Treasury land with building registration certificates.
The Law No. 7579 Amending the Land Registry Law and Certain Other Laws, published in the Official Gazette of 22 May 2026, extended deadlines in the sale of Treasury-owned real estate, reorganised the correction of cadastral errors and introduced a new rule on title transfers in cooperatives.
Which deadlines were extended?
With the provisional Article 1 of the law, the following application and payment deadlines were extended until 31 December 2026:
- The application deadline for those who did not apply in time in the sale of Treasury-owned farmland and real estate in 2/B areas,
- The payment deadline for those who did not pay the price in the notification on time,
- The payment deadline for those who did not pay more than two instalments on time in instalment sales,
- The application and payment deadlines in the sale to certificate holders of Treasury real estate containing buildings that have a building registration certificate.
For those who apply late or pay late, the sale price will be increased by the sum of monthly CPI change rates from the date specified in the law to the day the application for payment is made. For each year, the portion of this increase exceeding twice the annual statutory interest will not be taken into account.
How will cadastral errors be corrected?
Article 41 of the Cadastre Law was rewritten under the title "Errors and correction procedures." The difference between the values in the title plan and the values recalculated with current technologies was defined; a difference exceeding the acceptable limit (margin of error, tolerance) is regarded as an "error." Differences outside the margin of error are corrected ex officio, on the application of the person concerned or by the cadastre directorate; differences within the limit can also be corrected. The correction is notified to the owners and becomes final if no lawsuit is filed in the civil court of peace within 30 days.
Valuation reports will go to the land registry
Under the article added to the Land Registry Law, it became mandatory for banks and institutions that commission valuation reports prepared by valuation firms authorised by the CMB and the BRSA under housing finance and capital markets legislation to send them to the General Directorate of Land Registry and Cadastre electronically on the same day.
Title transfers in phased cooperatives
Under the provision added to the Cooperatives Law, building cooperatives that have completed construction and then restart construction in phases cannot transfer titles until all planned construction is completed, even if they have allocated a home or workplace to their members.
Who does it concern?
In the Edremit and Burhaniye area, where olive groves and farmland are extensive, it is important for those with a building or use on Treasury land not to miss the new deadline. Those considering buying a home from a cooperative should clarify when the title transfer can be made before the contract.
Other extended deadlines
With the same provisional article, the application deadline for those who did not apply for a refund within the time limit under Law No. 6292, the sale of Treasury real estate in the Hard Coal Basin, and the application and payment deadlines for sales under provisional Article 18 of Law No. 4706 were also extended to 31 December 2026. These provisions of the law entered into force on the date of its publication, 22 May 2026.
